Unlike on AWS Lightsail where you can have Plesk installed without a paid Plesk license, IBM Cloud does not have this facility as of now.
In other words, the web admin software by Plesk (Plesk Hosting Stack on Ubuntu) that is provided for free in AWS Lightsail is not available with IBM Cloud.
